SSUTA Exemption Certificate
A standardized exemption certificate accepted across the member states of the Streamlined Sales and Use Tax Agreement, letting one form carry a buyer's exemption claim into several states at once.
The Streamlined Sales and Use Tax Agreement (SSUTA) is a cooperative effort among a group of US states to make sales tax administration consistent across jurisdictions — common definitions, common sourcing rules, and, most visibly for a seller, a common exemption certificate. The SSUTA Certificate of Exemption lets a buyer claim exemption in more than one member state on a single form rather than filing a separate state document for each.
The form asks for the buyer's identifying details, the type of business, the reason for exemption, and then, per state, the state code, the buyer's identification number in that state, and the reason code that applies there. The same buyer can hold different reasons in different states, which is why the form is structured per row rather than as one blanket assertion.
A closely related instrument, the Uniform Sales and Use Tax Exemption Certificate published by the Multistate Tax Commission, serves a similar multi-jurisdiction purpose across a different and partly overlapping set of states. Sellers commonly encounter both. Neither is universally accepted: some states take the multistate form, some require their own, and some accept it only for certain exemption reasons — so a multistate certificate reduces the number of documents a seller collects without eliminating state-specific ones.
